Will cultural conservatism survive Washington’s $250 billion AI research bill?

AP News:

Senate passes bill to boost US tech industry, counter rivals

“The Senate overwhelmingly approved a bill Tuesday that aims to boost U.S. semiconductor production and the development of artificial intelligence and other technology in the face of growing international competition, most notably from China.” (…)

“The centerpiece of the bill is a $50 billion emergency allotment to the Commerce Department to stand up semiconductor development and manufacturing through research and incentive programs previously authorized by Congress. The bill’s overall cost would increase spending by about $250 billion with most of the spending occurring in the first five years.”

“Supporters described it as the biggest investment in scientific research that the country has seen in decades. …”

” … “Whoever wins the race to the technologies of the future is going to be the global economic leader with profound consequences for foreign policy and national security as well.””

Pouring money into AI will not help Pentagon much if there is a bottleneck when 1) recruiting computer talents willing to turn AI bots into weapons, and 2) inertia or tech incompetency in the military bureaucracy slows down progress. This challenge is discussed here.

Human soldiers and human officers are shooting themselves in the foot if accepting an AI bot transition which gradually makes them unemployed. But military guys are maybe not so bright after all?

If the global economy collapses then Beijing will have nothing to lose when invading Taiwan. This can lead to a war that (partly) destroys 4IR (fourth industrial revolution). But if there is no global cataclysmic event decimating 4IR, then it’s safe to say that cultural conservatives in the West don’t have the budget to compete with $250 billion pro-AI bills. The only alternative in that case is Christian Russia, a non-woke country.
